What are the best AI UGC video generators in 2026?

For a small store, the best AI UGC video generator is ScaleShot: it makes AI UGC creator videos without you hiring a single creator, then launches them on Facebook and Instagram. Four of the six tools here list paid plans from $24.99 to $59 a month; Arcads shows no prices on its homepage.

1. ScaleShot: best for owners who want the plan and the Meta launch included

This is our own tool, so weigh it accordingly. ScaleShot learns your business from your website or Shopify link, logo, colours, fonts and voice. Its Ads Agent then researches the market, writes a 30-day plan and makes image ads and short video ads, either AI UGC creator videos or animated styles (claymation, 3D, paper cutout, stop motion) of 4-10 seconds. With a connected Meta ad account it launches Facebook and Instagram campaigns, shows results, and asks before it pauses ads or changes budgets.

Prices read from each vendor's own page for this guide and they change; check before you buy.

Sales campaigns need a pixel with Purchase events, Leads needs Lead events, and Visitors needs no pixel.

Pricing

Video costs 10 credits per second, so an 8-second clip is 80 credits. Our plans include 500, 1,000 or 2,000 credits per period: $19.95 for the first 2 weeks then $42 every 2 weeks, with a 14-day money-back guarantee. You can cancel any time in Settings, then Billing.

Where it falls short

  • It runs Meta (Facebook and Instagram) only, not Google or TikTok.
  • It does not guarantee sales, and Meta bills ad spend separately.
  • There are no human creators or agency service; every video is AI-made.

2. Arcads: AI actor ad video platform

Arcads makes ad videos with AI actors. Its homepage lists 1,000+ AI actors, custom avatars, B-roll, music and captions, and translation into 30+ languages. It is aimed at direct-to-consumer brands, agencies and performance marketers. See our Arcads alternatives page for a closer comparison.

Pricing

The Arcads homepage showed no plans or prices, only a 7-day unlimited trial for Seedance 2.5 generation. Its /pricing address returned a not-found error when we checked, so we list its price as not published.

Where it falls short

  • No published price on its homepage, so you cannot budget before signing up.
  • Trustpilot showed 2.6 out of 5 from 180 reviews, with cost and credits running out as a recurring theme.

3. MakeUGC: AI creator video plans, with API plans

MakeUGC sells monthly credit plans for AI creator videos. Its pricing page lists Startup at $59 a month with 500 credits, Growth at $79 with 1,000 credits and Pro at $149 with 2,000 credits. API plans start at $99 a month. See MakeUGC alternatives if you are comparing.

Pricing

All three plans advertise a "Start for $1" trial, and the page says the plan renews automatically each billing cycle and can be cancelled in account settings. Read the trial terms at checkout before you pay.

Where it falls short

  • It makes videos only; its pricing page lists no campaign planning or Meta launch.
  • Trustpilot showed no rating score, with 200 reviews, 50% of them 1-star, and billing and cancellation as a recurring theme.

4. Creatify: ad creation tool with templates and a competitor ad tracker

Creatify is built around ad creation. The Starter plan lists 300 AI actors and 200+ ad templates; Pro adds a Competitor Ad Tracker, Ad Clone, up to 5 Brand Spaces and up to 5 seats.

Pricing

Free gives 10 credits a month, enough for up to 2 video ads or 20 image ads, with a watermark. Starter is $39 a month for 100 credits and Pro is $99 a month for 300 credits; annual billing saves up to 50%.

Where it falls short

  • Free exports carry a watermark.
  • Trustpilot showed 3.8 out of 5 from 834 reviews, with billing and refunds a recurring complaint among the negative reviews.

5. HeyGen: general avatar video tool with many languages

HeyGen is a general avatar video tool rather than an ad tool. Its plans list 500+ stock avatars, voice cloning from Creator up, and 175+ languages on Creator. Our guide to writing UGC ad scripts is a separate resource on scripts. Compare it in our HeyGen alternative page.

Pricing

Free is $0 for 3 videos a month of up to 1 minute. Creator is $29 a month ($24 a month billed annually) for 600 credits, and Pro is $49 a month for 1,000 credits.

Where it falls short

  • Business is $149 a month plus $20 per seat, which is more than a one-person store needs.
  • Its pricing page lists avatar, voice and language features, not ad planning or Meta launch.

6. Captions: video editor with AI ads and an AI Creator

Captions combines editing with AI ads and an AI Creator. Its plans list digital twins, a chat-based editor, clip generation and custom B-roll and music.

Pricing

Max is $24.99 a month for 500 credits. A free plan covers basic tools like trimming and transitions.

Where it falls short

  • Only monthly rates were shown on the page, so annual pricing is not published there.
  • Its pricing page lists no campaign planning or Meta launch.

How do I choose an AI UGC video generator?

We picked six tools that searchers compare for AI UGC, and used each vendor's own pricing or home page. We did not rank by rating. Ratings appear only as observed on Trustpilot when we checked.

  1. Work out what a credit buys. Credits run out at different speeds, so ask how many finished clips a month's credits make.
  2. Read the renewal terms. MakeUGC states it renews automatically each billing cycle.
  3. Check recent reviews on Trustpilot for billing and refund themes, not one-off stories.
  4. Decide whether you need the ad launched. A clip is only one part of an ad, and ScaleShot makes the video ads and launches them on Meta from one chat. Our guide to how to make UGC ads explains the steps, and plans and prices for other UGC platforms are in our UGC platforms roundup.

If you are new to the format, start with what UGC ads are.

Common AI UGC video generator questions

What is an AI UGC video generator?

It turns a script or product link into a video of an AI actor talking to camera in a user-made style. The result is meant to look like a customer clip, not a studio ad.

Are there free AI UGC video generators?

HeyGen has a free plan with 3 videos a month. Creatify's free plan gives 10 credits with a watermark, and Captions has a free plan with basic tools.

Do these tools post the ads for me?

The Arcads, MakeUGC, HeyGen and Captions pages we read do not mention launching campaigns to your Meta account. ScaleShot connects to your Meta ad account and launches from the chat.

Does a subscription include my ad spend?

No. Meta bills ad spend separately from ScaleShot, and you can cancel any time in Settings, then Billing.
